Abstract

HSE’s consultation zones have been developed to assist HSE in its role as a statutory consultee for planning applications around major hazard sites and major accident hazard pipelines. HSE use the consultation zones to provide formal advice to planning authorities when developments are proposed close to sites or pipelines that might lead to an increased population around the major hazard..

Consultation zone maps are created for individual major accident hazard sites, major accident hazard pipelines and sites holding explosive substances through risk or hazard assessments, which take account of the hazardous substances that a site or pipeline operator has consent to handle or store on site. Hazard and consequence modelling calculations are carried out to determine the extent of the potential hazards, and the results combined to identify the risk around the site or pipeline. A definition of a dangerous dose (http://www.hse.gov.uk/chemicals/haztox.htm) is then used to delineate geographical zones of risk. These zones are stored as Geographical Information Systems (GIS) data and as map documents in pdf format, and made accessible to local authorities via HSE’s Land Use Planning Web App. More information on HSE’s approach to Land Use Planning can be found on the HSE website (http://www.hse.gov.uk/landuseplanning/).
