Cumulative Impact Area
Under the Licensing Act 2003, cumulative impact is the potential impact on the promotion of the licensing objectives of a significant number of licensed premises concentrated in one area, which goes beyond that which can be dealt with via premises-specific enforcement. The Cumulative Impact Area is an area which the Council has identified as experiencing cumulative impact and to which a Cumulative Impact Policy will apply.

A number of quantitative datasets were obtained from partner agencies. These included alcohol-related crime and disorder offences, accident and emergency alcohol-related admissions, and frequency of encounters made by town pastors with individuals who are drunk within the night time economy. The datasets were analysed to identify peak days and times when most alcohol-related issues occur, and also mapped to identify the locations where most issues occur.
