Degree to which a local authority is meeting the standards of performance. The Framework Agreement is an agreement between Local Authorities, DEFRA and the Welsh Assembly Government for the delivery of services in animal health and welfare. The framework is an agreement on the principles of how service is delivered. It has benchmarks for service standards and can lay down criteria to be met.
