The Regulatory and Statistical Return (RSR) is a data collection carried out by the Tenant Services Authority (TSA) and is completed by Registered Social Landlords (RSLs) and based on general needs stock only. The RSR collects information on a wide range of areas such as dwelling stock and vacants, rents, Decent Homes, sales, shared ownerships. Figures are based on only the larger Registered Social Landlords (RSLs) completing the long form. Up to 2006 the threshold for completing the long form
was that the RSL owned/ managed at least 250 units/bedspaces. From 2007 this increased to 1,000 units/bedspaces. Averages are calculated for self-contained units only.assumptions.
