The Scenario 3 dataset considers all technically feasible improvements of water bodies towards good status regardless of cost. The baseline option is created from scenario 2 plus scenario 3. The Scenario 4 dataset considers all technically feasible improvements of water bodies only where benefits exceed costs. The proposed option is created from scenario 2 plus scenario 4.
