Guidelines: Good performance will be where a Local Planning Authority can demonstrate a supply of sites that are ready to develop and on which housing schemes can be built quickly over a minimum of 5 years or more. Specifically, where LAs exceed their target for housing supply (that is when the proportion of housing supply is over 100%).
