1. The provision of discretionary services on a chargeable basis to and entry into agreements with:
a) the London Boroughs of Hackney, Redbridge, Barking and Dagenham regarding the further phase 1 development, implementation, hosting and support of the LASS IES (for a fee of GBP24k) and
b) a number of additional London Boroughs regarding the further phase 1 development, implementation, hosting and support of the LASS IES (approvals to be sought from the Director of Communities and Intelligence in accordance with the delegation set out at decision 4 below once proposals in this regard have been finalised).
2. A further extension of personnel placement and supply contracts with E-Synergy Solutions Limited and Metaskill plc for the provision of two full time temporary software developers in the LASS team for a period of 9 months at an approximate cost of GBP167k and related exemption from the requirement to seek competitive tenders for the services in question.
3. To an undertaking of a procurement exercise to secure personnel placement and supply services in respect of the further development of the LASS IES and award of contract(s) for a period of 3 years (estimated value GBP222k p/a) to the bidder(s) submitting the most economically advantageous submission(s).
4. To the delegation of power to the Director of Communities and Intelligence to approve the finalisation of all arrangements and entry into all agreements required for the implementation and delivery of the proposals. |

It is proposed to implement phase 1 of the Information Exchange Service (IES) roll out to London Boroughs. In order to fund the roll out, it is proposed that the GLA enter into agreements with London Boroughs and other related organisations for the provision of discretionary services on a chargeable basis for further phase 1 development, hosting & support of the LASS IES (for a fee of GBP24k per agreement).
For the period of commencing Jan 2010 (2009/10 financial-year) to 2010/11), the estimated cost of providing London Borough with the discretionary services is GBP265k, where it is proposed this cost is wholly funded by the fees received by the London Boroughs and other related organisations. |

1. Approval of a GLA delegation of four (Neale Coleman, Dan Ritterband, Kevin Austin and Sarah McQuoid) to travel to Canada in order to attend 11 official Vancouver 2010 observer sessions, observe the functioning of the city during Games time, undertake tours of the Games time facilities and meetings with officials from the city, VANOC and the IOC.
2. Approval for the London 2012 Organising Committee for the Olympic and Paralympic Games (LOCOG) to book the necessary flights and accommodation on behalf of the delegation (at a discounted rate) and for Neale Coleman, on behalf of the GLA, to enter into an agreement with LOCOG for these services.
3. Approval of the allocation and use of funding to cover the costs for flights and accommodation. (GBP12,920 approximately). This is to be funded from the 2009/10 GLA programme budget and the allocation made to the International Team.
4. Approval of exemption from the GLA's Contracts and Funding Code. |
