A best fit lookup file between Output Areas (OA) as at December 2011 and OAs as at December 2021 in England and Wales.

It contains all the 2011 OAs (181,408) and these point in polygon to the 2021 OAs full extent boundaries (which contains a total of 180,814, so 8,066 are missing from 2021 OAs)
