'Potential charges' are indicative only; e.g. if the supplier were to pursue their statutory right to claim interest and other compensation recovery costs as laid out in government guidelines.
'Interest paid' will show any actual sums paid to suppliers due to a breach of the requirement in regulation 113 of the Public Contracts Regulations 2015.
